PlayCity launches online platform for complaints about illegal gambling advertising
An online tool has been launched on the website of the state agency PlayCity, allowing Ukrainians to quickly report violations in the field of gambling advertising. The new system automates the collection of evidence and allows you to save disappearing content (such as stories on social networks) for further verification and imposition of fines.

This is stated in a message on the official PlayCity resource. The launch of the service is part of the strategy for digitalizing supervision of the gambling market in 2026.
To file a complaint you need:
Go to the PlayCity website in the «For Citizens» section — «Complaint about advertising.»
Choose the type of advertising platform and fill out a short form;
Add a link to the ad.
Attach screenshots or videos.
Optionally, leave an email to track the status of the review.
Based on the results of the inspection, PlayCity can initiate page blocking through direct cooperation with Meta, Google, TikTok, YouTube, and Twitch. If the responsible person can be identified through state registries, a fine is imposed.
«Identifying the violator can be a lengthy and complex process, so it is important to understand that filing a complaint does not always trigger immediate sanctions,» PlayCity notes.
The fine for illegal gambling advertising as of 2026 is UAH 5,188,200. If the violator cannot be identified independently, the agency will involve law enforcement agencies.
Over the past 11 months, PlayCity has already issued fines totaling about 80 million hryvnias and managed to block over 500 pages on social networks.
Earlier, the agency announced the start of official cooperation with video hosting YouTube to block gambling advertising that violates Ukrainian law. This has already led to the closure of specialized channels and the removal of content with a large reach.
