«For over two and a half years, we have been talking at least about regulated or semi-regulated exports of products abroad. Many meetings have been held, we began to work more actively this spring. Excellent theses have been born, a new law on Defence City has begun to be created. The law has been adopted, but what we have been working on and what we have been talking about for the last six months, unfortunately, is not in the law,» Rymaruk expressed his opinion during the forum «Joint Ventures, Joint Defense.»
At the same time, he emphasized that he had not been able to review the final version of the draft laws on Defence City, and «no one knows what will be in the final version.»
The representative of Ukrspecsystems is convinced that the norms regarding arms exports should be enshrined in law, and not determined by a resolution of the Cabinet of Ministers.
«Perhaps these changes will be made by a resolution of the Cabinet of Ministers, but from my point of view it is better to make it at the level of the law. It is much more difficult to change the law, and the resolution of the Cabinet of Ministers can change every day, even every three hours,» he commented.
According to Andriy Rymaruk, the lack of regulation of this issue in the draft law on Defence City deprives Ukrainian gunsmiths of a horizon on which they can focus when planning their activities.
«We, as a private defense manufacturer, and our future international partners need to have a horizon. This horizon must be at least two or three years. And the path to this horizon must be determined by clear rules that we are developing, but which, unfortunately, were not included in this bill,» he complained.
The Deputy General Director of Ukrspecsystems called for legislative changes to be made regarding arms exports to the law on Defence City.
«This needs to be reviewed and returned to the first iteration of this document. Critically important edits that were made there have somehow disappeared,» Rymaruk stated.
