The National Bank declared Ukrposhta CEO Smilyansky "unfit for duty". What are the consequences and what's next?
The National Bank has decided that the General Director of Ukrposhta, Ihor Smilyansky, does not comply with the «requirements for professional suitability established for the head of a financial payment services provider.»

As noted in the NBU’s announcement, this decision was made by the regulator’s Committee on Supervision and Regulation of Banking Activities.
The NBU recalled that assessing the professional suitability of heads of financial institutions and payment service providers is an integral part of the National Bank’s supervisory powers.
The financial regulator also emphasized that Ukrposhta is a postal operator licensed by the National Bank of Ukraine to provide financial payment services, and as a provider of financial payment services, it is a supervised institution of the NBU.
The National Bank clarified that it had initiated a compliance assessment procedure regarding Smilyansky based on the results of supervisory actions regarding the activities of Ukrposhta in 2023–2026. It also recalled that during this period, the regulator had applied measures of influence to Ukrposhta several times, including written warnings and fines.
The NBU also concluded that Smilyansky «does not have a sufficient level of knowledge of the requirements of the law» to the extent «necessary for the proper performance of the duties assigned to him.»
Given this decision of the NBU Committee, Ukrposhta must take action to replace the General Director and «bring its activities into compliance with the requirements of the legislation of Ukraine and the regulations of the National Bank.»
The NBU said that Smilyansky’s removal should take place within five working days. A new head should be appointed within two months.
As dev.ua previously reported, on March 7, the NBU announced the imposition of a fine of UAH 255,000 on Ukrposhta JSC for failure to submit information/documents within the established deadlines. In turn, the CEO of Ukrposhta, Ihor Smilyansky, speaks of «pressure on the company and another attempt to block the creation of Ukrposhta Bank.»
