«The relevant decisions were made in connection with the discovery of new websites through which services, after the restriction, are still freely available to users from Ukraine,» the National Council noted.

The National Council added that within 3 days they will notify the National Commission for the Regulation of the State Broadcasting of Ukraine on the restriction of access to these websites by providers. The media regulator reminded that currently 27 media services have been included in the list of services of the aggressor state.
In December 2023, Maksym Onoprienko, a member of the National Council for Television and Radio Broadcasting, said that the blocking of HDRezka was due to «the distribution on the territory of Ukraine of films prohibited by the Law of Ukraine on Cinematography.» In particular, this was about films with such Russians as Porechenkov, Okhlobystin, Kharatyan, Mikhalkov, who support the Russian invasion of Ukraine.

It noted that after the ban of HDRezka and other pirate sites in Ukraine, legal services significantly increased the number of new users. However, the «blocked» resources were still visited by tens of millions of Ukrainians.
