In January, Finance Minister Serhiy Marchenko announced that the State Tax Service would be given access to the financial data of Ukrainians, which is currently a banking secret.
However, the Chairman of the National Bank of Ukraine, Andriy Pyshny, stated in mid-February that the NBU cannot agree to uncontrolled and unlimited extrajudicial access to banking secrecy for any body.
In the second half of April, it became known that the Cabinet of Ministers had approved a draft law «on ensuring compliance with European Union law and relevant criteria established by the European Payments Council, with a view to Ukraine joining the Single Euro Payments Area (SEPA).» It was reported that it would soon be registered in the Verkhovna Rada.
On the same day, Danylo Hemantsev immediately assured in his Telegram channel that there was no chance of revealing bank tax secrecy in the near future. And he recalled that he had previously explained that a corresponding decision would not pass through the current Rada.
According to information cited by Forbes Ukraine, the draft law on the creation of a register of accounts and bank safes of individuals, which will be administered by the Tax Service, provides a list of data that will and will not be disclosed. The press service of the Ministry of Finance added that this is «only the thirteenth part of the concept of 'bank secrecy'.»
