The Ministry of Digital Transformation has developed a framework bill for the development of microelectronics production in Ukraine. It does not provide for the construction of a full-cycle microcircuit production plant in Ukraine, which was in the plans of the digital innovation development strategy until 2030.

As reported by DOU, the Ministry of Digital Affairs explains the change in orientation by the fact that building its own factory is currently unrealistic due to the high cost and lack of technology. The change in strategy contradicts previously announced plans: in the WINWIN digital innovation development strategy, which the government approved in January 2025, the creation of its own capacities for the production of microcircuits with technological standards of 180–130 nm was listed as a priority.

"We are realists and understand that creating a full chip production cycle in Ukraine is a very complex and capital-intensive task. Therefore, at the first stage, we are focusing on areas in which Ukraine can already develop its own competencies," said Natalia Denikeeva.

Instead of capital-intensive construction of a factory, the Ministry of Digital Economy plans to develop areas that do not require its own assembly line: microelectronics design (development of circuits and structures of future chips), specialized software for design, as well as testing and packaging of manufactured chips. This model assumes that Ukrainian specialists will develop microcircuits in Ukraine, order their manufacture at foreign factories, and perform testing or packaging separately.

To establish this model in a regulatory framework, the Ministry of Digital Affairs is developing a framework bill for the microelectronics industry, which is an analogue of the European CHIPS Act and meets European integration obligations. The document should establish market rules and create conditions for attracting investment. It is planned to be registered in the Verkhovna Rada by the end of 2026.

The Ministry of Digital Affairs explained to dev.ua that they are currently working on forming a state policy in the field of semiconductors and that creating legislative conditions and incentives for the emergence and development of the industry in Ukraine is one of the key areas.

"The construction of a chip production plant can become one of the elements of this ecosystem, but for this, the necessary legal basis must first be laid. This is what the work of the Ministry of Digital Affairs team is currently focused on," the press service notes.

Creating conditions for the development of the semiconductor technology industry was identified as strategic goal No. 14 in the presented Strategy for Digital Development of Innovations until 2030.

Yevgeny Astakhov, a member of the expert team at the Ministry of Digital Affairs, noted in a comment to dev.ua that Ukraine should focus on simple and mass solutions: "The cost of a factory using advanced technologies can reach tens of billions of dollars. Instead, mature nodes, such as 180–130 nm, 65–28 nm, are optimal for meeting urgent needs. Building a factory using such technologies is more economically feasible, which makes it attractive to investors."
