President Volodymyr Zelenskyy said that Ukraine is working on creating its own satellite system, which will be similar to Starlink in terms of operating principle.
"There are developments. We are working on a similar Starlink," Zelensky told reporters on October 4. At the same time, the president did not disclose who exactly is working on the project, what technologies are planned to be used, and when the system may become operational.
Zelensky said that having its own system would be important given Ukraine’s dependence on satellite communications. He also said that Ukraine would like to continue to be able to use Starlink.
The president linked this to the development of similar technologies in the Russian Federation. According to him, some states may transfer relevant technologies to Moscow in late 2026 or early 2027. Separately, Zelensky stated that China could help Russia with satellite technologies. This concerns, in particular, the Russian satellite network "Rassvet", which Moscow is deploying as a potential competitor to Starlink. According to Ukrainian intelligence, Russia has accelerated its deployment.
It is currently unknown when the Ukrainian analogue of Starlink may appear and how many satellites it will have.
