Uncertainty, changing conditions, personnel crisis. What critical risks do IT clusters see around the development of the tech sector in Ukraine?
At the first All-Ukrainian Forum of Technology Clusters, the Tech Synergy Alliance, which took place the day before in Odessa, the main risks that the Ukrainian IT industry sees ahead of it were voiced.

According to the press service, the public presentation of the joint position of the Ukrainian technology ecosystem on risks to the industry was a key outcome of the event.
In particular, among the risks that participants called critical for the development of technology businesses, the following can be highlighted:
uncertainty surrounding the future of Diia.City. Forum participants argue that public statements by individual government and Verkhovna Rada representatives, recorded in the National Income Strategy, are already influencing companies' investment decisions and hindering long-term planning;
the risk of changes in the operating conditions of the sole proprietorship model. Representatives of the IT industry point out that the new edition of the Labor Code may increase the risks of reclassifying contractual cooperation into employment relations, and discussions on the restriction of IT-KVEDs and possible VAT for sole proprietors create additional uncertainty;
Human resources crisis. The industry is recording a deterioration in mathematical training, an outflow of experienced specialists, and a reduction in opportunities for junior specialists;
risks of European integration without adaptation to the military context. According to representatives of IT clusters, some of the EU’s regulatory practices may be excessive for the Ukrainian tech sector during a war;
Energy instability. The participants of the event recalled that problems with forecasted energy supply and the difficulty of connecting alternative energy sources remain one of the key operational risks for companies.
At the same time, the results of the EU-Ukraine Digital Sector Interlinkages Report, prepared as part of the ITBridge project, were also presented at the event.
According to the report, 42% of Ukrainian tech companies are already working with clients from the EU, and over 60% of European companies consider Ukraine as a promising technology partner in the next five years.
Among the areas with the highest potential for cooperation are AI and machine learning, cybersecurity, cloud technologies, big data, IoT, robotics, business process automation, web development and unmanned systems. The highest demand from the EU is predicted for AI solutions, cybersecurity and defence tech.
