According to Alexei Melnikov, a partner at IT holding Fplus, this initiative was taken by representatives of Russian business, The Moscow Times reports .
«Nothing will happen — neither inflation nor riots. There is some protectionism in this, but it is an effective way to introduce Russian software,» he said.
As he notes, such a requirement should apply to all Russian trading platforms, including large electronics stores and marketplaces.
Melnikov also voiced a proposal to extend the requirement to smartphones (this refers to the Russian Aurora OS or Red OS Mobile), but the Russian Ministry of Digital Affairs is not in a hurry to support this decision yet. Therefore, Russian business suggests starting with laptops and personal computers, and then including tablets in the initiative.
Currently, according to the same Fplus, the share of laptops with Russian OSes does not exceed 2–3% in retail and up to 7% in the corporate segment.
According to the Russian Central Bank, the war in Ukraine has led to a sharp drop in Russian software exports. While in 2021 the figure reached $7.4 billion, by the end of 2024 it had dropped to $1.9 billion. Thus, exports of IT solutions from the Russian Federation decreased by 3.9 times over the specified period.
