Updated rules for obtaining deferrals from mobilization to the Defense Forces came into effect in Ukraine on November 1, 2025. What has changed?
From now on, the emphasis is on electronic deferrals, rather than paper ones, and it becomes possible to automatically extend most of the existing deferrals, out of over 600,000.
Automatically extended deferrals include those confirmed through state registries and deferrals whose reasons do not change over time. If such a deferral has not been automatically extended, it means that the registries contain missing or outdated data that needs to be updated.
If you need to submit an application for a deferral from mobilization in paper form, rather than through digital services, you can now do so at the Administrative Service Centers (ASC). After the document is accepted, it will be scanned and transferred to the Territorial Recruitment Center.
The result of submitting an application for a deferment from mobilization will be notified in the «Reserve+» application or by phone. The electronic military ID card in «Reserve+» becomes the main one, but if necessary, it can be printed. At the same time, paper documents with a wet seal are no longer produced and issued.
