New bill from the Ministry of Digital: rules for data centers and cloud providers will become simpler
The Ministry of Digital Affairs announced the development of a draft law that streamlines the work of data centers and cloud service providers, in particular, removes unnecessary bureaucratic procedures and allows businesses to enter into flexible contracts.

"There is still duplication of government functions in the cloud services market, which only creates unnecessary obstacles for companies. Another serious problem is restrictions in contracts. Currently, the state and providers are forced to work exclusively according to the "Model Agreement" template, which cannot be adapted to the real requests of the parties," the Ministry explained .
What does the bill change?
The new bill introduces three key changes:
A single center for policy formation. The draft law consolidates all powers in the field of cloud services exclusively with the Ministry of Digital Transformation of Ukraine.
"Businesses will be able to resolve issues faster by communicating with only one agency," the department noted.
Freedom to conclude contracts. The essential terms of the contract are clarified and the mandatory "Model Contract" is abolished, ensuring greater flexibility in contractual relations between providers and users.
"From now on, companies and clients will be able to independently form a contract, the main thing is to specify all the key conditions in it," the Ministry of Digital Affairs clarified.
Clear registration. The document simplifies and specifies the list of documents that must be submitted to officially be included in the list of cloud service providers and data centers that can provide services to the public sector.
How will this affect the market?
Providers and data centers will receive transparent registration, minimal bureaucracy, and freedom to conclude agreements. On the other hand, government agencies will be able to purchase cloud services much easier, faster, and more securely.
"Citizens receive higher resilience of online services: the better the cloud is integrated into government systems, the more resilient the digital state will be. Services for citizens will operate stably, despite any threats."
American cloud provider Edgio has closed its Lviv office and declared bankruptcy. At least 60 IT professionals in the Ukrainian office have lost their jobs.
