The document flow for the food supply of the Armed Forces of Ukraine and the State Special Transport Service (SSTS) has now become fully electronic. The relevant order of the Minister of Defense of Ukraine obliges to issue all documents exclusively through the DOT-Chain Food IT system.
This was reported by the press service of the Ministry of Defense of Ukraine. The innovation should fully digitalize the interaction between military units, the Defense Procurement Agency of Ukraine, and suppliers.
The DOT-Chain Food platform has been operating for over two years, but previously about 20% of units continued to maintain some documentation in paper form, using the system mainly for submitting applications.
"DOT-Chain Food has proven its effectiveness over two years of operation. Now we are scaling this experience - it will become mandatory. I would like to separately note that acts that will record violations of agreements regarding the completeness, delivery time, and quality of food products will also be formed and signed in the system," said Deputy Minister of Defense of Ukraine Mstislav Banik. According to him, this is an important step to reduce the human factor and minimize corruption risks.
According to the new regulations, the following must be processed through DOT-Chain Food:
requests for the purchase of products (no later than 10 days before delivery);
all communication between suppliers and military personnel regarding assortment and delivery;
acts of acceptance and transfer of goods with signing via CEP;
acts of violation of requirements regarding quality, completeness or delivery times.
Before being made mandatory, the system's functionality was expanded. Since September 2026, DOT-Chain Food has had an automatic complaints mechanism that allows adding photo-recording of product quality violations directly to the act.
The Ministry of Defense expects that the abandonment of paper documents will speed up the supply process from order to delivery, reduce the bureaucratic burden on military units, and strengthen control over supplier responsibility.
