The volume of the open data market in Ukraine reaches UAH 26.8 billion — IER study

This is stated in the study "Open Data Market of Ukraine: Status, Dynamics and Impact", which was conducted from August to December 2025 by the Institute for Economic Research and Policy Consulting (IER) together with the InfoSapiens company, commissioned by Texty.org.ua for the Ministry of Digital Economy.
The volume of the open data market in Ukraine
According to calculations by IER experts, in Ukraine, the volume of the core open data market is about 2.0 billion hryvnias or $50.1 million. This is about 0.02-0.05% of Ukraine's GDP in 2024.
The core of the market is specialized service companies for which open data is the basis of the business model and the sole (or determining) source of income.
At the same time, the estimated volume of the Ukrainian open data market is 26.8 billion hryvnias ($668 million), or about 0.2% of GDP.
For comparison, in EU countries the open data market is estimated at over 334.2 billion euros.
The estimated market size includes not only the direct profits of developers, but also the aggregate value of data to the entire economy and encompasses organizations where data is one of many sources of information.
Number of open data services in Ukraine
The study identified 128 active services and individual projects based on open data operating in Ukraine. At the same time, as of December, 95 public information managers were required to publish 927 data sets.
The most active creation of services took place during 2018-2020 (up to 20 new ones each year). Since 2021, the dynamics have slowed down, but new services have continued to appear, despite Russia's full-scale aggression and the closure of some recruitments and restrictions on access to registries.
In particular, over 20 key state registers and thousands of datasets, including the Unified State Register, the State Land Cadastre, tax reporting datasets, open customs declarations, and the construction activity register, were temporarily restricted or closed for security reasons.
Because of this, about a quarter of the services that operated on the basis of open data, suspended or significantly reduced work, including modules for analyzing real estate, beneficiaries, or building permits.
Business adaptation to war
However, even during the war, the market has shown flexibility. Leading players such as Opendatabot, YouControl, and Clarity Project have been able to adapt by combining open data with other sources and paid APIs.
Also, gradually over the course of 2022-2023, access to most datasets was restored.
Today, the key areas of activity of open data services are: financial monitoring, compliance, legal analytics, anti-corruption solutions and geoinformation services.
"The survey conducted as part of the study showed that after 2022 year, market volumes have decreased, but the demand for reliable and efficient information has grown significantly. The structure of users has changed: state bodies, international partners, and volunteer organizations have joined traditional commercial services like YouControl or Opendatabot,” the IER noted.
Open data has become particularly important due to legislative requirements regarding checks of counterparties in public procurement, transactions with the state and municipal property and work with public funds, including mandatory verification of the absence of citizens of Russia, Belarus, Iran and other sanctioned jurisdictions among the beneficiaries.
