The Ministry of Digital Transformation is launching a survey to «take into account the real needs of society» and add them to the Ukrainian Artificial Intelligence Development Strategy until 2030.
This document will determine how the state will integrate AI into key areas — public administration, defense, economy, medicine, infrastructure, education, etc. The strategy will also describe the current state of the AI ecosystem in Ukraine and the world, the strengths and weaknesses of Ukrainian AI.
«Artificial intelligence affects every sphere of life in the state, transforming education, defense, etc. Ukraine must clearly define its path in this area. Therefore, we are working on the Strategy for the Development of Artificial Intelligence until 2030. It will become a roadmap for how the state will integrate AI into public administration, medicine, economy, security, education, and how artificial intelligence can change these areas,» said Deputy Prime Minister for Innovation, Development of Education, Science and Technology — Minister of Digital Transformation Mykhailo Fedorov.
According to him, the survey on the Strategy will help take into account the real needs of society and form a policy in the direction of AI, which will open up new opportunities for business and the state. Ukrainians can share their ideas on the application of artificial intelligence in various areas; the Ministry of Digital Affairs promises to consider them and take them into account in the work on the strategy.

«When forming a strategy, it is important for us to know how citizens, businesses, government institutions, scientists, and educators already interact with AI, who see the challenges and expectations from this technology. This data will help develop the most relevant strategy built on the real experience of Ukrainians», — said Oleksandr Bornyakov, Deputy Minister of Digital Transformation for IT Development.
The AI development strategy is being developed within the framework of the Digital Innovation Development Strategy of Ukraine (WINWIN) until 2030. The «Analysis of the Sectoral Direction and Initial Vision for the Development of the AI Sphere» has now been published — the document identifies key priorities for the development of artificial intelligence in Ukraine and describes the directions for its implementation in strategic sectors.
The survey will last until July 10 inclusive. It can be completed in Ukrainian or English. The strategy will be presented in the fall of 2025.
It recently became known that the creation of the Ukrainian national LLM, plans for which the Ministry of Digital Affairs announced in March, will be directly handled by Kyivstar. The national LLM will be trained on Ukrainian data, will understand the national context, dialects, and terms, and will be used to launch AI products for the state and the defense sector.
