The collection of signatures for the initiative (authored by Olga Kostyuk) lasted from July 23 to October 23, 2026.
The petitioner called for urgent action against the platform owned by the Chinese company ByteDance, emphasizing that in a full-scale war, this issue directly affects the state's defense capabilities.
The document provided the following key arguments:
TikTok algorithms are actively used by Russian special services to spread propaganda, discredit the Armed Forces of Ukraine, divide society, and hinder mobilization;
The platform repeatedly recorded the publication of footage showing the movement of Ukrainian equipment, the work of air defense, and the consequences of shelling, which gives the enemy the opportunity to adjust fire;
lack of proper moderation and promotion of destructive challenges harm children's mental and physical health;
The author mentioned the example of the USA, Canada, Great Britain, and EU countries, where restrictions on the use of the application are already in place or are being prepared.
The initiative included an appeal to the National Security and Defense Council to impose sanctions against ByteDance, an instruction to the SBU and the State Special Communications Service to develop technical mechanisms to block the service, as well as a legislative ban on installing TikTok on the devices of civil servants, military personnel, and critical infrastructure workers.
Since the petition did not gain the necessary support, the government will not be obligated to formally consider these proposals.
