This is stated in the explanatory note to the draft resolution No. 16160, which was drawn to the attention of the "Sudovo-Yurydychna Gazeta".
Among the specialists that are important for businesses to retain, the deputies name electricians, boiler room workers, heating network workers, water utilities, and emergency services. They emphasize that a shortage of such specialists can delay repair work, especially during the heating season.
In addition, new restrictions may affect the fulfillment of defense orders, the production of essential goods, and tax revenues.
Another remark concerns the new Coordination Center for Reservations. It should participate in the review of documents of enterprises that apply for the status of critical. The National Agency for the Prevention of Corruption has previously identified risks in the proposed mechanism. In particular, the draft government amendments do not specify how long the Center can review documents and on what grounds it can issue negative recommendations.
The NACP also drew attention to the new formula for calculating reservations. The government proposed not to take into account employees who are already entitled to a deferral from mobilization, for example, parents with many children. Because of this, the total number of employees from which it is calculated how many people can be reserved will become smaller. Accordingly, the enterprise will be able to receive reservations for a smaller number of other employees.
The authors of the parliamentary resolution propose to limit the powers of the Coordination Center to advisory functions, involve business representatives in its work, and hold open consultations with entrepreneurs.
