The government’s plans to introduce new taxes on international shipments worth up to 150 euros may bring more losses than revenues. This opinion was expressed by Volodymyr Popereshnyuk, co-owner of the NOVA group of companies («Nova Poshta»), calling the initiative economically unjustified and harmful to the well-being of Ukrainians.

The entrepreneur wrote about this on his Facebook page. He emphasized that administering such a fee for millions of small parcels would require significant costs, and delays at customs and increased control would only slow down the market.
According to Popereshnyuk, the expected budget revenues from this tax are about 10 billion hryvnias.
«This is approximately 0,2% of the consolidated budget, which looks meager against the background of the potential consequences. So instead of plucking a goose, when there are many feathers and little noise, the authorities decided to take and shear a pig: a squeal for the whole village, but not enough wool,» the businessman noted.
The co-owner of Nova Poshta also linked the increase in tax pressure to migration processes. He noted that in the conditions of the demographic crisis, any deterioration in the prospects for economic development stimulates emigration and prevents the return of Ukrainians from abroad. Popereshnyuk recalled that at the beginning of the full-scale invasion, the state took steps towards deregulation, but later changed the vector.
According to the entrepreneur, instead of introducing new fees, the authorities should focus on reducing taxes and privatization to stimulate economic development in 2026.
Recall that Ukraine must adopt a law on the introduction of VAT on cheap imported parcels (up to 150 euros), otherwise it risks disrupting the $8.1 billion financing program from the International Monetary Fund. Currently, in Ukraine, parcels worth up to 150 euros are not subject to VAT — this model is actively used when purchasing on international marketplaces, in particular AliExpress and Temu.
