A software engineer from the State Service for Food, Agriculture and Consumer Protection was tried in Bukovina for using someone else's authorization data to log into his official mailbox. What punishment did the court impose?
An employee of the State Service for the Supervision of Food and Consumer Protection in Chernivtsi region, who works as a leading software engineer in the user support and engineering infrastructure sector, was found guilty by the court of illegal access to the institution’s official email mailbox.

This is stated in the resolution of the Shevchenkivskyi District Court of Chernivtsi.
According to the case materials, during an inspection of the state of information protection at a critical infrastructure facility, it was found that an employee received and used authorization data for a service mailbox.[email protected], although the institution’s management did not grant him official access rights to it.
The court notes that the programmer had a professional need to work with correspondence from departments, government agencies, and other institutions. However, according to the law, only authenticated users who have been officially granted the appropriate rights can have access to such information.
Despite the lack of such authority, in June 2026, an employee accessed his mailbox from his work computer using someone else’s credentials.
In court, the man fully admitted his guilt and asked to consider the case without his participation.
The court found him guilty under Part 1 of Article 212-6 of the Code of Administrative Offenses («Illegal access and copying of information stored, processed or transmitted in information systems») and imposed a minimum administrative penalty — a fine in the amount of 5 non-taxable minimum incomes of citizens (85 UAH) without confiscation of the means used for access.
At the same time, the amount of the court fee turned out to be almost eight times greater than the fine itself — UAH 665.60, which the violator must also pay.
