A high-profile NABU investigation, published the day before, shows that individual employees of the Security Service of Ukraine transferred data from the "Safe City" video surveillance system to a criminal organization, whose members are suspected of serious criminal offenses.
The NABU video on Operation Carthage reports that members of the group, in particular, were involved in kidnapping, beating, and torturing people, and that individual Ukrainian law enforcement officers were complicit in this.
The leader of this criminal organization is named in the video as a man nicknamed "Criminal." The latter, as NABU detectives found out, received photos of the victims' cars and information about them to plan the kidnappings thanks to the "Safe City" cameras through his connections with law enforcement officers.
Access to the “Safe City” system, according to the investigation, was carried out through the account of an employee of the Department for the Protection of National Statehood of the SBU.
The investigation, among other things, mentions the fact that from October 16, 2025 to April 25, 2026, 3.75 million USDT was received on the crypto wallet indicated by "Criminal", which was supposedly intended for SBU employees.
Meanwhile, the deputy head of the Kyiv Region Criminal Investigation Department under the pseudonym “Consultant,” according to the investigation, actually helped plan criminal operations and shared operational information. In addition, the police leaked information that helped the criminal group avoid responsibility.
