In Bukovina, border guards detained a programmer who attempted to illegally cross the border. The court “punished” him with a verbal reprimand
The Kelmenetsky District Court of the Chernivtsi region considered the case of a programmer from the Megafair company who attempted to illegally cross the border.
The Kelmenetsky District Court of the Chernivtsi region considered the case of a programmer from the Megafair company who attempted to illegally cross the border.
According to the case materials, on August 7, 2025, at 5:10 a.m., an AIT citizen illegally attempted to cross the state border from the village of Kelmentsi, Dnistrovskyi district, Chernivtsi region, in the direction of Medvezh, Republic of Moldova, outside the checkpoint, in a group of people with another citizen.
The potential escapees were discovered by employees of the «Secret» border detachment at a distance of 150 m from the border line.
The programmer did not appear at the court hearing. The case file contains his statement, in which he requests that the case be considered in his absence.
The court believes that the programmer’s actions should be qualified as an attempt to illegally cross the state border of Ukraine, since the case materials contain no evidence that would confirm the man’s actions aimed at attempting to cross the State Border of Ukraine outside the checkpoint with a group of people.
The programmer’s guilt in the committed offense is also confirmed by the offender’s explanations, the administrative offense report, and other case materials.
However, given that this was the first time the IT worker was held administratively liable, the offense did not cause any harm, considering that he was a young person, and given the existence of martial law in Ukraine, the judge decided that the committed offense was insignificant, and ruled to close the case on holding the programmer administratively liable due to the insignificance of the offense committed and to release the IT worker from administrative liability, limiting himself to an oral remark.
The resolution may be appealed by the person who has been brought to administrative responsibility, his legal representative, defense attorney, victim, his representative within ten days from the date of the resolution. The appeal is filed with the Chernivtsi Court of Appeal through the Kelmenetsky District Court of Chernivtsi Region.
Earlier, the Kelmenetskyi District Court of Chernivtsi region made a similar decision regarding a category 2 software engineer from Progresstech-Ukraine, who attempted to illegally cross the border. The man was not issued a fine, unlike dozens of other IT workers, about whom dev.ua wrote
