Ukrainian programmer convicted for developing software for Russia. He helped enter the product into the Russian registry

According to the case materials, the man worked as a leading software engineer at LLC «Scientific Center for Risk Studies «Rizikon» from Seversko-Donetsk. Before the start of the full-scale invasion, the company had business relations with the Russian LLC «Center for the Study of Technogenic Risks «Rizikon» and was engaged, in particular, in the development and implementation of software complexes.

After the start of the full-scale war, some of the employees of the Ukrainian company left for the Russian Federation and found work in an affiliated Russian structure. The accused himself remained in Ukraine, but did not stop cooperation with Russian customers.

Worked through a platform for remote workers

As the court found, since May 2022, the programmer received tasks from a Russian company through the Arbonum platform and performed them remotely. The main product he worked on was the RizEx-3 software package. In particular, the programmer participated in its development and mathematical modeling, and prepared a plan to transfer the product to Avalonia, a cross-platform UI framework for .NET that allows you to create applications for Windows, macOS, Linux, iOS, Android, and WebAssembly.

Separately, he prepared information on the system requirements for «RizEx-3» and instructions necessary for registering the product in the federal state information system «Registers of programs for electronic computers and databases» of the Russian Federation. It was not only about writing code for a Russian customer. According to the court’s verdict, the results of the Ukrainian programmer’s work in 2025 were transferred to the head of the Russian company, after which he ensured that «RizEx-3» was entered into the Russian register.

Presence in this register, as stated in the verdict, in particular, opens access to Russian government contracts, participation in government grants and other forms of support for Russian developers.

Russian state-owned companies have started using the software

After the registration of «RizEx-3», Russian enterprises began to use the product.

Among them, the court names JSC «Russian National Reinsurance Company», which is under the control of the Central Bank of the Russian Federation and, according to the verdict, plays a role in insuring the Russian «shadow fleet».

Also mentioned among the users are VNIPIneft, which is part of Rosneft, and Sayanskhimplast, a large Russian producer of polyvinyl chloride.

That is, the product developed with the participation of a Ukrainian specialist, under the circumstances established by the court, was ultimately used not only by private customers, but also by Russian companies related to the state and industrial sectors. For the work performed, the programmer received money into his own bank accounts through Arbonum.

Aitivets pleaded guilty

During the trial, the defendant fully admitted his guilt and confirmed that from May 2022 to October 2025 he continued to work on RizEx-3 at the request of a Russian enterprise.

The court found him guilty of collaborationist activity — conducting economic activities in cooperation with an aggressor state — and sentenced him to four years in prison, but released him from serving his sentence with a two-year probationary period.

At the same time, he was banned for 10 years from developing software modules for «RizEx», versions 2 and 3.

Among the circumstances that the court took into account as mitigating factors were a full admission of guilt, sincere remorse, assistance in solving the crime, and a voluntary contribution of UAH 5,000 for the needs of the Armed Forces of Ukraine.

The court ruled to return the Galaxy M34 phone and ASUS TUF Gaming F17 laptop, which were material evidence in the case, to their owners. The verdict can still be appealed within 30 days.
