A Kharkiv court has seized the property of a local programmer suspected of involvement in a scheme to embezzle budget funds from a medical institution during martial law.

This is evidenced by the materials of the decision of the Shevchenkivskyi District Court of Kharkiv dated February 18, 2026. The man combined the positions of a software engineer and a public procurement officer in a medical institution in the occupied territory
What happened
The Investigation Department of the Main Department of Internal Affairs in Kharkiv region is investigating a criminal case under the article on embezzlement of property on an especially large scale. The persons involved in the case are officials of the Primary Medical and Sanitary Care Center of the Dvorichansk Village Council, a medical institution located in the territory of the Kharkiv region temporarily occupied since September 2022.
According to the investigation, the institution was not actually operating and did not provide medical services, but continued to receive funds from the National Health Service of Ukraine and the Dvorichansk Village Military Administration. The total amount of suspicious receipts is more than24 million UAH.
An inventive IT worker
The director of the institution and the chief accountant left abroad back in 2022. However, according to the SBU, the scheme continued to work — and then an IT expert appeared in the case.
A software engineer who simultaneously held the position of public procurement commissioner is suspected of:
forged the signatures of the director and accountant on personnel documents, orders, and medical records
used the old-style seal of the Dvorichansk Village Council, which he kept at home
prepared and submitted tax returns and reports to the National Health Service of Ukraine on behalf of the institution
involved his wife, an employee of the Pension Fund, to submit reports to the Main Directorate of the Pension Fund in the Kharkiv region
communicated with medical workers on personnel issues, introducing himself on behalf of the director
In effect, the programmer became the operations center of the scheme, staying on site while the leadership hid abroad.
Search and arrest
On February 13, 2026, investigators conducted a search at the programmer’s residence. The following items were seized: an ASUS laptop and a FrimeCOM system unit, a WD hard drive, a Redmi Note 10 Pro smartphone, a KNP seal, and a large array of documents: contracts, acts, reports to the National Health Insurance Fund, and orders to dismiss employees.
On February 18, the court granted the prosecutor’s motion and seized all the seized property as physical evidence in the case. The owner of the property did not object to the seizure.
The pre-trial investigation is ongoing.
Let us recall that Part 4 of Article 191 of the Criminal Code of Ukraine provides for imprisonment for a term of eight to twelve years with confiscation of property.
