The Rada as a whole adopted the law regulating the issue of joining the single EU roaming area
Today, April 15, 300 people’s deputies of the Verkhovna Rada supported the draft law on the implementation of the norms of the European Union legislation on electronic communications. This law provides for gradual integration into the EU’s Digital Single Market, namely, Ukraine’s obtaining an internal market regime with the EU in terms of roaming services by joining the single EU roaming area «Roam like at home».
Today, April 15, 300 people’s deputies of the Verkhovna Rada supported the draft law on the implementation of the norms of the European Union legislation on electronic communications. This law provides for gradual integration into the EU’s Digital Single Market, namely, Ukraine’s obtaining an internal market regime with the EU in terms of roaming services by joining the single EU roaming area «Roam like at home».
Bill No. 12150 proposes to amend the Laws of Ukraine «On Electronic Communications» and «On the National Commission for State Regulation in the Spheres of Electronic Communications, Radio Frequency Spectrum and Postal Services (NCEC)».
According to the new law, the NCEC will receive more powers as a regulatory authority in the field of electronic communications. The Commission will be able to oblige operators to provide access to their networks if this contributes to maintaining communications and ensuring effective interaction between different service providers. This is necessary to ensure stable communications for all users and effective management of the communications infrastructure.
«The Commission will be able to force operators to share access to their networks if this helps improve communication between different companies. In addition, network providers or owners of cables in buildings (for example, condominiums) must provide NKEK with access to distribution points,» explained People’s Deputy Iryna Gerashchenko.
The law also defines the powers of the NCEC in improving the Roam Like at Home service for:
monitoring the compatibility and connection of networks of Ukrainian and European operators;
ensuring access, interconnection and compatibility of services provided by Ukrainian and European operators. In the EU, Roam Like at Home works thanks to agreed interconnections between operators in different countries. Thanks to this, subscribers can use their services without additional tariffs within the EU;
to help Ukrainians interact with European operators if their communication services do not work.
Thanks to the changes, European operators will be relieved of the obligation to undergo a general authorization procedure for services. This will allow them to provide communication services through Ukrainian networks more quickly and easily.
«It is proposed to establish for European companies that provide communications services that if such a company does not plan to work in Ukraine, but wants to connect to the networks of Ukrainian operators, then it does not need to undergo official authorization. If an EU company wants to work in Ukraine and provide its services here, it must notify the National Commission for the Regulation of the State Competition and Consumer Protection, which regulates the communications sector, and register in a special register,» the MP notes.
