On January 26, 2024, President Volodymyr Zelensky signed a decree on the creation of the Council for Supporting Entrepreneurship under Martial Law. This is an advisory and consultative body under the President of Ukraine.
The Council includes the founder of the Netpeak Group, Artem Borodatyuk; co-owner of monobank, Oleg Horokhovsky; co-founder of Nova Poshta, Vyacheslav Klymov; founder of Ajax Systems, Oleksandr Konotopsky; Chairman of the Council of the Federation of Employers of Ukraine, Dmytro Oliynyk; co-owner of Biopharma, Kostyantyn Yefymenko, and president of SoftServe, Taras Kytsmey.
«First, we hold Council meetings several times a week — we process appeals from entrepreneurs who are under pressure from law enforcement or other government agencies, discuss draft laws that we consider useful, and responses to force majeure situations. According to our feelings, the intensity of work has not decreased, but the interest in the Council from the authorities has decreased», — said Oleg Horohovsky.
The co-founder of monobank noted that a year ago, the Council of Entrepreneurs developed a number of proposals to improve the business climate in the country and deliberately did not take new directions in order to «maintain a high rate of getting things done.» According to him, it is extremely easy to «launch» a project, but it is more difficult to bring it to fruition.
«One of the key priorities was to overcome pressure from law enforcement and regulatory authorities — this is a problem that affects all sectors of the economy. We deliberately chose only 8 areas to achieve specific results in important areas, instead of wasting resources on numerous initiatives without a noticeable effect on business,» explained Gorohovsky.
To evaluate the work of the Entrepreneurs' Council, he identified 8 main areas and gave them a rating on a 10-point scale:

He noted that the goal of the Entrepreneurs' Council for 2025 is to complete the tasks that were formulated at the beginning of its activities, and indicated that it will continue to work with the same composition.
«It is clear that we could do more. But first we want to finish these tracks. Launching something new is easy. Finishing it is what we should do, and using our own example to show this to the state administration,» Oleg Horokhovsky repeated his thesis.
Recall that in December 2024, President Volodymyr Zelenskyy held a meeting with the Council for Supporting Entrepreneurship under Martial Law. The meeting, in particular, discussed the continuation of the «Made in Ukraine» program.
