Verkhovna Rada made a step to create a single register of servicemen with an electronic ID for each. How do they justify its necessity

The adoption of the initiative as a basis was supported by 263 people’s representatives.

According to the explanatory note to the draft law, it is planned to create a single database on servicemen of the Armed Forces of Ukraine and servicemen of the State Special Transport Service.

At the same time, it is planned to assign a single unique electronic identifier to each serviceman in the new register.

According to the authors of the draft law, such an identifier is needed «for unambiguous identification of a serviceman and use in the unified information system in the field of national security and defense of the Ministry of Defense, the State web portal of electronic public services in the field of national security and defense, as well as for the provision of public (electronic public) services, including administrative and social services for servicemen and their family members».

Kateryna Chernogorenko, Deputy Minister of Defense for Digitization, notes on Facebook that after the introduction of the «Army+» application, the need for a full-fledged servicemen’s register finally arose.

«The single state register of servicemen should simplify the life of our defenders. It will become the basis for providing all digital services for military personnel, in particular through the Army+ application,» she explains.

According to the deputy minister, the register will store all the necessary, but limited for third-party, information about the military in one place and will be able to quickly provide it at the request of other state registers.

«Military ID will be used to exchange information within the systems of the Ministry of Defense. This is a digital number that ensures the confidentiality of personal data of a military person and is already used in the «Army+» application, Chernogorenko stated.

In turn, according to the author of the draft law, Oleksandr Fedienko, the legislative initiative is aimed at solving the following issues:

• uniform registration of servicemen and acceleration of public services and social benefits to them and their family members;
• reform of personnel accounting, which is conducted in military units, and a lot of time is wasted on working with it, approval of documents with the General Staff and the Ministry of Defense, especially during training and transfers;
• transfer of data on medical examinations from the electronic health care system (e-health) to the Unified State Register of conscripts, conscripts and reservists (Oberig).

According to the deputy, the holder and administrator of the Register of Servicemen is the Ministry of Defense of Ukraine.
