On April 14, the Donetsk District Administrative Court recognized the legality of the actions of Kyiv Customs regarding the classification of goods that were undergoing clearance. These are several models of robot waiters — Service Robot BellaBot and Robot PuduBot.
The supplier of the robots wanted to list them under the product code “Electrical machines and apparatus with individual functions.” The duty rate in this case would be 0%.
Kyiv Customs insists that robot waiters should be classified under the product code “Motor vehicles for the transport of goods: — other”. The duty rate in this case is 10%. This will significantly affect the cost of the goods, because the market price of such a robot is about 1 million UAH.
“From the systematic analysis of the technical characteristics, it is seen that the products “intelligent robot-delivery Service Robot BellaBot model ВL-101 Рго” and “Autonomous vehicle - intelligent robot-delivery Service Robot PuduBot model PD9” have mechanical characteristics (robots are mobile - they move on wheels that are driven by electric motors)… Moreover, the robots move loads on themselves (up to 30/40 kg),” the court decision states.
Given that the delivery robot Service Robot BellaBot and the Service Robot PuduBot model PD9 have a prominent function - transportation (used in catering establishments and in everyday life to deliver food, drinks and other household items), they should be considered a "means of transport", the court noted.
