Theft of funds for the development of military software "Dzvin": the former head of the Ukrainian Armed Forces' communications forces was given a preventive measure in the form of a bail of UAH 2 million

The investigating judge of the Supreme Court of Ukraine has applied a preventive measure to one of the four suspects in the embezzlement of budget funds during the creation of the automated system of the Operational Command Center of the Armed Forces of Ukraine "Dzvin". This is the former chief of the communications troops of the Armed Forces of Ukraine, Major General.

The investigating judge of the Supreme Court of Ukraine has applied a preventive measure to one of the four suspects in the embezzlement of budget funds during the creation of the automated system of the Operational Command Center of the Armed Forces of Ukraine "Dzvin". This is the former chief of the communications troops of the Armed Forces of Ukraine, Major General.

As a reminder, the SAPO and NABU exposed a large-scale corruption scheme in the defense sector, due to which the state lost over UAH 246 million during the creation of the military software "DZVIN". Among the suspects: the former deputy chief of the General Staff of the Armed Forces of Ukraine, lieutenant general; the former head of the Automation Development Department of the General Staff of the Armed Forces of Ukraine, colonel; the director of a private company - the main executor of the contract and the former head of the Signal Troops of the Armed Forces of Ukraine, major general. It was the latter who was taken into custody.

"The court partially satisfied the motion of the NABU detectives, agreed with the SAPO prosecutor, and applied a preventive measure to the major general in the form of a bail of UAH 2 million with the imposition of relevant procedural obligations," the SAPO said in a statement.

Among the relevant procedural responsibilities assigned are the following:

  • ⁠⁠to arrive at the detective, prosecutor, or court upon first summons;
  • not to leave the city of Kyiv and the Kyiv region without the permission of the investigator, prosecutor or court;
  • notify the investigator, prosecutor and court of a change in their place of residence and work;
  • refrain from communicating with other suspects in the case and witnesses regarding the circumstances set forth in the report of suspicion;
  • to deposit with the relevant state authorities their passport(s) for travel abroad, other documents giving the right to leave Ukraine and enter Ukraine; to carry an electronic means of control.

In March 2021, the investigation of Serhiy Galchinsky, a military programmer and one of the authors of "Delta", who conducted an audit of the "Dzvin" system and concluded that it was unreliable, was made public. The Ministry of Defense noted that the system could not be put into operation until the investigation was completed and stopped funding the development.

In November, NABU began investigating the case of the Dzvin system for UAH 600 million.

In December 2022, the Armed Forces of Ukraine adopted the Ukrainian Dzvin-AS control system , despite the NABU investigation.
