“We are moving from a ‘quiet haven’ to a full-fledged IT ecosystem.” CEO of IT Cluster Transcarpathia told dev.ua what has changed for IT professionals in Transcarpathia during the full-scale war
According to a recent study by YouControl, the number of new IT sole proprietorship registrations in Transcarpathia increased by 28,7% compared to the first half of 2024, making this region the absolute leader in relative growth in the first six months of 2025.
Given the numerous promises of local authorities to assist IT specialists relocated to the Transcarpathian region and, as a result, plans for large-scale development of the IT industry in the region, we asked the CEO of IT Cluster Transcarpathia, Myroslava Majdych, to comment on the situation — what has changed during the years of full-scale war?

Given the numerous promises of local authorities to assist IT specialists relocated to the Transcarpathian region and, as a result, plans for large-scale development of the IT industry in the region, we asked the CEO of IT Cluster Transcarpathia, Myroslava Majdych, to comment on the situation — what has changed during the years of full-scale war?
Re-registration of IT-entrepreneurs in Transcarpathia: «We support this logic, but we insist that the decision should be voluntary»
According to Myroslava Majdych, local authorities generally encourage relocated IT workers to register as individual entrepreneurs at their actual place of residence, because then the single tax remains in the community and works for local needs.
«As an industry organization, we support this logic, but we insist that the decision should be voluntary. The best motivation is when businesses and specialists see where their taxes are going and feel that these funds are really changing the environment around them,» commented the CEO of the Transcarpathian IT Cluster.
Majdych cited data from the State Tax Service in the Zakarpattia region, according to which, according to the results of 2024, the volume of tax revenues from IT companies and specialists in the region amounted to UAH 227.8 million, which is 2,3% of all revenues to local budgets.
«In the first half of 2025, the IT industry has already provided UAH 115.7 million in tax revenues, demonstrating a stable contribution to the development of the region even in the face of economic and security challenges,» Myroslava Majdych shared the figures.
According to the IT Research Ukraine 2024 study by the Lviv IT Cluster, to which she refers, about 4,000 IT specialists work in Transcarpathia and 29 authorized IT companies operate. «There are no separate official statistics on IT specialists according to state registers; some work remotely and do not change their registration,» she explained.

dev.ua also asked Myroslava Majdych to comment on the overall economic effect of the mass relocation of IT workers to the region.
«Yes, the impact is noticeable, but with nuances. Relocation is not the same as re-registration, so not every person automatically adds taxes to local budgets. At the same time, the mass relocation of 2022 had a strong indirect effect: demand for renting/purchasing housing and offices increased sharply, consumption increased in the areas of food, transport, leisure, education for children, etc. — money remained in the local economy,» explained the head of the IT cluster.
At the same time, as Majdych says, in 2023, a partial reverse movement was already observed, and some people returned to Kyiv, Kharkiv, Odessa, or went abroad.
«In the third year of the war, companies that opened offices in Transcarpathia as BCP solutions have reconsidered their approach: they are reducing large permanent areas, switching to flexible formats (shared hubs/coworking spaces) due to cost optimization. So the direct budget effect is not always linear, but the indirect one is tangible. As everywhere, there are pros and cons; our task is to strengthen the service, infrastructure, and community so that the positive effect lasts longer,» she commented.
Regarding the solution to the problem of booking IT workers in the region, the CEO of IT Cluster Transcarpathia emphasized that booking is the area of responsibility of the employer and authorized state bodies, but the cluster performs an informational and consulting role.
«We explain the requirements and sequence of actions, share official sample documents, promptly inform about changes in the rules, provide relevant contacts for official appeals, and maintain a public dialogue with local authorities and territorial assembly centers regarding the transparency of the procedure. At the same time, over the past year we have processed more than 20 requests from residents with consultations in this area,» noted Myroslava Majdych.
About the activities of the Transcarpathian IT cluster
The CEO of the Transcarpathian IT Cluster recalled that a permanent hub, Vector Space, was recently launched, which combines coworking, meeting rooms, and a conference hall.
«At the same time, we are building international connections and organizing business missions and speaker exchanges to bring new contracts and partners to the region,» she explained.
Myroslava Majdych also recalled the IT cluster’s work with students and Uzhhorod National University on practical tracks and career opportunities, as well as the development of the IT.CT Connect loyalty program for the local economy.
«Separately, we are developing a joint project with the National Guard called „Drones of Transcarpathia“ — the only certified UAV piloting courses in the region; National Guardsmen, border guards, and police officers have completed the training in a year, and now we are starting cooperation with the State Emergency Service,» she shared.
According to her, the goal of the cluster is for Transcarpathia to not only host relocated teams, but also retain and scale them — and, as a result, become one of the key IT centers of Ukraine for the long term.
«We are consciously moving from a 'safe haven' to a full-fledged IT ecosystem,» Majdych summarized.
