As Bornyakov told in an interview with the Apostrophe publication, the government is, in particular, testing an AI solution that helps analyze the benefits and potential stakeholders of each bill.
«We are very interested in testing the concept of analyzing legislation. When we can see the analytics, who benefits from the proposed bill. Which financial, industrial group, or people will benefit from it. Does the state benefit from it, or does some business benefit. There is already a working concept of such a thing in the government,» he assured.
According to Bornyakov, artificial intelligence provides him with a report on what effect a particular act will have on someone.
«That is, artificial intelligence makes a table for each government decision. It says who benefits from it. The impact on citizens, business. Neutral, positive, can be negative. It analyzes the act that the government adopts and says: 'It will be negative for citizens, but it will be positive for business,'» Bornyakov explained.
He added that such analysis occurs on an automatic basis, and although this information cannot be relied on 100%, such technical capabilities are being tested, and the government’s decision is also checked by artificial intelligence.
Oleksandr Bornyakov assured that the government as a whole and the Prime Minister in particular are interested in such technological solutions.
«I think we will reach a point where, for every bill in parliament and every government decision, a brief will be issued for the prime minister and for the speaker of parliament, which will show the consequences of adopting this bill,» predicted the acting minister of digital transformation.
Previously, dev.ua wrote that the Ministry of Digital Affairs, under the leadership of Bornyakov, will work on the concept of an Agentic State, where state services are provided by AI agents.
