The Russian regulator Roskomnadzor said that they had identified security threats to the operation of the public communications network and the Russian segment of the Internet. According to the Russians, it is better to use Roskomnadzor’s development, the «ProSet» service.
Speedtest is a popular web service that provides free analysis of Internet performance metrics, such as data transfer speed and latency. It is the flagship product of Ookla, a company based in Seattle, USA.
In October 2023, a Moscow court fined Ookla six million rubles for its repeated refusal to localize data in Russia. Since then, there has been talk that Roskomnadzor will block the service in Russia.
The service regularly releases analytics on global internet connection speeds. According to its data, in 2025, Ukraine ranked 71st with an average speed of 84.40 Mbps for fixed internet.
Recall that earlier the National Commission for State Regulation of Electronic Communications, Radio Frequency Spectrum and Postal Services (NCEC) launched a tool for checking the speed of an Internet connection — QoS Tool — Speedtest. The service was created in partnership with Ookla.
