Oracle and OpenAI sign agreement to build 4.5 GW Stargate data center

«Together with our Stargate I site in Abilene, Texas, this additional partnership with Oracle will allow us to achieve a Stargate AI data center capacity of 5 gigawatts, running on over 2 million chips», — OpenAI said in a press release.
The company noted that this significantly accelerates the implementation of the commitment previously announced by the White House, which involves $500 billion in investment in 10 gigawatts of artificial intelligence infrastructure in the United States over the next four years.
OpenAI expects that the construction, development, and operation of an additional 4.5 GW of data center capacity will create over 100,000 jobs.

This opportunity is now being realized thanks to the strong support of partners, governments and investors around the world, including important leadership in the White House, who have recognized the critical role of artificial intelligence infrastructure in driving innovation, economic growth and national competitiveness,» the company said.
US President Donald Trump previously called Stargate a «loud declaration of confidence in America’s potential» under his new administration, with an initial private investment of $100 billion that could increase fivefold.
However, Musk, a former close adviser to Trump who helped finance his election campaign and led the government’s initiative to reduce DOGE spending, has questioned the value of these investments.
«They don’t really have any money. SoftBank has much less than $10 billion. I know this from good sources,» Elon Musk wrote on his social platform X (Twitter). OpenAI head Sam Altman responded by saying Musk was wrong and invited him to visit the first site in Texas, which is already under construction.
In May, it was reported that Stargate had suspended the active phase of implementation. At that time, the promised $100 billion in investments had not been attracted, and negotiations with investors had slowed down against the backdrop of trade risks, US tariff policy, and economic instability.
However, as of July 2025, Elon Musk has already fallen out with Donald Trump, and Stargate appears to be gaining momentum again.
