dev.ua analyzed the text of the document and highlighted the main changes that businesses, volunteers, and the military should prepare for in 2026.
The first piece of good news is that the government has reduced the number of mandatory technical parameters that previously drove users crazy when filling out the application.
Less bureaucracy: Data such as Dish ID (the unique identifier of the dish itself) and the user account number on the SpaceX portal (starlink.com) will now be entered only «if available». If you do not have access to the account admin (for example, the terminal was purchased through volunteers), you will not be denied registration. It will be enough to indicate the kit serial number (KIT) or UTID.
Expat Permit: Previously, only Ukrainian citizens could register terminals. Now, this right has been officially granted to foreigners and stateless persons who are legally residing in Ukraine and have a modern biometric permanent or temporary residence permit.
The most resonant innovation is the fight against wholesale purchasing and uncontrolled accumulation of terminals. The Cabinet of Ministers introduces a clear restriction for the commercial sector:
A representative of a regular legal entity has the right to submit a notification regarding Starlink terminals in quantities not exceeding 10 units.
Who are there no limits for? The restriction will not apply to enterprises of the defense-industrial complex (DIC), the aircraft industry, space activities, companies that provide for the needs of the Armed Forces of Ukraine, as well as businesses that are officially recognized as critically important for the functioning of the economy and the livelihoods of the population.
The Cabinet of Ministers has regulated the procedure for excluding terminals from the state register, which was previously vaguely spelled out. From now on, the «10-day rule» applies by default:
In case of transfer (sale, donation): If a company or volunteer transfers Starlink to another individual or legal entity, they must submit an application to remove the device from their list within 10 calendar days.
In case of destruction or damage: If the plate was «lost» at the front, was broken, lost, or an error was found in the initial application, the owner submits a notice of exclusion indicating the reason.
Important: If a lost or repaired Starlink is returned to its owner, it can be re-registered using the same procedure.
A new convenient digitalization tool will be created for businesses. If technically possible, a company representative (director or person authorized for the Unified State Register) will be able to send a request through the Diya Portal and instantly receive an extract — a complete official list of all Starlink terminals registered under his legal entity.
The text of the resolution also officially expanded the list of structures coordinating the use of satellite communications. The National Police is now clearly listed alongside the Armed Forces of Ukraine.
