Every second Ukrainian uses digital government services — study

According to the Ministry of Digital Affairs, citing a study by KIIS, 48% of users received services through the Diia application or portal. This is 6% more than in 2024.

The most popular last year were:

• obtaining extracts and certificates from registers (15%);
• pension services (15%);
• services for drivers (13%);
• processing of subsidies and tax services (12% each).

«While previously 44% of people could not use online services due to lack of skills, now the figure has halved to 22%. At the same time, the majority of those who did not use online services simply did not need public services during the year (77%),» the researchers note.

The vast majority of respondents would like to use digital services to obtain a passport to travel abroad (23%), obtain a Ukrainian passport (17%), change their place of registration (17%), buy a car (16%), and run a small business (11%).
