Launch of 5G and 100% restoration of networks — the Cabinet of Ministers approved the Strategy for the Development of the Electronic Communications Sector until 2030
The government has approved a strategy for the development of the telecom sector in Ukraine until 2030. It envisages the implementation of 5G, the restoration of all mobile and fixed Internet networks, and the provision of Internet to 98% of Ukrainians with a speed of about 90+ Mbps. The Strategy is expected to bring an additional $56 billion in GDP.
The government has approved a strategy for the development of the telecom sector in Ukraine until 2030. It envisages the implementation of 5G, the restoration of all mobile and fixed Internet networks, and the provision of Internet to 98% of Ukrainians with a speed of about 90+ Mbps. The Strategy is expected to bring an additional $56 billion in GDP.
«The strategy defines strategic goals, as well as tasks and measures for their achievements, the implementation of which will make it possible to improve the state policy in the field of electronic communications, create favorable conditions for its development and provision of high-quality electronic communication services services to users throughout Ukraine,» the document published on the Government Portal states.
The Ministry of Digital Affairs reports that this is a «roadmap on how to build a digital infrastructure that works under any circumstances.» It contains the following points:
restore 100% of damaged mobile and fixed networks in the regions;
provide 75% of households and 99% of social infrastructure facilities with fixed gigabit Internet;
provide 98% of the population with high-quality mobile communications in every corner of the country. Average data transfer speed — 90+ Mbps;
synchronize Ukrainian legislation with European legislation and join a single roaming area with the EU.
The implementation of the strategy should attract more investment, additional GDP and budget revenues. In particular, $56 billion of additional GDP in various sectors of the economy by 2030 and $9 billion will fill new industries such as digital medicine, online education, educational technologies, smart cities.
Among the main problems standing in the way of implementing the strategy, they note the continuation of Russian armed aggression, the destruction and damage to communication networks, the increase in the number of cyberattacks, the unavailability of services due to blackouts, the decrease in demand for services in frontline areas, and «the loss of the opportunity to use cheap electronic communications equipment due to geopolitical factors.»
The authors of the strategy expect that the fifth generation of mobile communications 5G will accelerate automation and robotics, expand the use of the Internet of Things, including industrial, virtual and augmented reality, new online services and services. However, the launch of 5G is complicated by a number of technical and security reasons, in particular, the impossibility of conducting research and development work on the «interoperability of radio electronic equipment of special users.»
The possibility of conducting 5G testing is currently being considered in preparation for the future full launch of this technology.
