The Security Service of Ukraine has exposed a technological scheme for evading mobilization at a private university in Vinnytsia. How the scheme worked
According to the investigation, in August 2025, an associate professor of the Department of Fundamental Disciplines of the Vinnytsia Institute of Clothing Design and Entrepreneurship (PVNZ VIKOP) decided to earn extra money from conscripts who wanted to receive a legal deferment through training.
The price for the service was $600 plus the official payment for the semester. But for the scheme to work, the associate professor needed a technical specialist. Therefore, he involved the institute’s system administrator, who had access to the Unified State Electronic Database on Education (UEDEBO).
Database manipulation and artificial intelligence
In early September, the associate professor found a «client» (who was actually an undercover agent operating under the control of the SBU). To enroll the man in a professional college at the institute, the accomplices pulled off the following operation:
Step 1 (Technical): The client simply uploaded his documents, email, and photos to Viber. The administrator of the YEDEBO database violated the instructions of the Ministry of Education and independently, without the physical presence of the applicant, activated his electronic account and submitted an application for admission.
Step 2 (Examination): The client transferred UAH 9,170 of the official tuition fee and arrived at the institute for the formal exam. There, he was given exam test sheets and… photos of the correct answers, which the organizers generated in advance using ChatGPT.
Step 3 (Reserve+): After successfully «writing» the test using AI, the data about the newly-minted student was uploaded to state registries. On the same day, the client updated the «Reserve+» application and saw that he had received an official deferment from mobilization. In addition, he was sent a certificate of education in PDF format.
What did the court decide?
The agent was enrolled in the study with a deferral until the summer of 2028, but immediately after the bribe was handed over (the associate professor gave the YEDEBO admin $100 from his share), the organizers were exposed.
Both defendants were informed of suspicion under the article on obstruction of the lawful activities of the Armed Forces of Ukraine by prior conspiracy by a group of persons (Part 2 of Article 28, Part 1 of Article 114-1 of the Criminal Code of Ukraine).
The associate professor has already posted bail (over 240 thousand hryvnias) and has been released from custody. By a ruling dated February 12, 2026, the court temporarily suspended him from his teaching position until at least April 9, 2026, so that he could not influence witnesses (other employees of the institute) or clean up the electronic traces of his activities. The investigation is ongoing.
