The Darnytskyi District Court of Kyiv found a leading software engineer guilty on December 4, 2025, in a case of disability pension fraud. The man tried to issue a payment using a fake MSEK certificate.
According to the case materials, in 2024, the man provided his personal data to a third party to produce a fake extract from the medical and social expert commission (MSEC) establishing the second group of disability.
The document that was supposed to entitle the person to receive a disability pension was forged: it contained false information about the degree of disability, as well as a forged signature of the head of the MSEC and the institution’s seal. Based on this document, the programmer applied for a pension, which was supposed to be UAH 3,559.94 per month.
The court found that the man’s actions qualify as forgery and use of a forged document and attempted fraud.
The programmer pleaded guilty and stated that he actually had grounds for receiving disability, but used outside help to speed up the process. After that, he legally passed the MSEC and received a second group of disability.
Taking into account sincere remorse, the absence of harm, a positive characterization, and the fact that the funds were not actually received, the court imposed a penalty in the form of a fine of UAH 51,000.
