This was stated by Oleksandr Bornyakov, acting Minister of Digital Transformation, in an interview for DOU and the YouTube channel "UT-2".
The head of the Ministry of Digital Affairs gave the example of the Italians, whose state online monitoring system is connected to every device or platform where bets are placed. The law clearly states what percentage of winnings (RTP) each machine must give out. So the system monitors all anomalies in real time if, for example, the casino tries to cheat. In this case, the administrator receives a report, and using the remote function, he can disable the violators.
The Italians created their monitoring system 30 years ago, and they maintain it through constant upgrades.
“Now it (ed. — the Italian system) is cool, but it’s legacy — there’s a lot of old stuff there. We went the other way: we held a tender for the first time, using modern tools — non-distributed databases with fast access, business analytics, and artificial intelligence. We don’t have to build a complex analytical system from scratch, so it turned out much cheaper,” Bornyakov notes. — “The total budget of the system is 60-80 million hryvnias. We’ve already spent about 30 million. We’ll bring it to full operation in six months.”
According to the head of the Ministry of Digital Affairs, online monitoring in the Ukrainian system will be 100% complete.
"In physical halls, "bandits" (slot machines) are monitored, but for now, the tables and roulette have been turned off by law. In the same Italy, they have learned to monitor even roulette: cameras record the bets and amounts on the table, convert it into numbers and report it to the system," Bornyakov adds.
