According to the text of Order No. 48/2026-05 , the university's leadership canceled the previous order of November 1, 2024, which imposed a ban on Telegram.
According to the new order, the Information and Computing Center (ICC) must provide technical access to the messenger via the KNU local network and Wi-Fi in dormitories no later than May 11, 2026. At the same time, information security units were instructed to minimize the risks of leakage of personal data and official information.
The document emphasizes that the administration is taking into account "the actual use of the Telegram messenger as one of the channels of operational communication between students and student self-government bodies."
As a reminder, Taras Shevchenko National University of Kyiv and the State University "Kyiv Aviation Institute" (formerly NAU) were among the first Ukrainian universities to introduce restrictions on Telegram in the fall of 2024. At that time, the decision was based on the recommendations of the National Cybersecurity Coordination Center under the National Security and Defense Council of Ukraine due to threats from Russia.
