First Deputy Prime Minister and Minister of Digital Transformation Mykhailo Fedorov held a meeting with representatives of business and industry associations, who had previously requested to postpone the launch of the eExcise system. He said that the final testing of the system will begin in November of this year, but the Ministry of Digital Affairs supports extending the testing period until November 2026.

«eExcise introduces transparency in the circulation of alcohol and tobacco products. Our team has developed a complex IT system, three times more complex than in EU countries», — Fedorov noted.

According to him, during the development of the traceability system for the circulation of alcoholic beverages and tobacco products, the Ministry of Digital Affairs team went through a number of challenges related to the termination of USAID funding, the need to find a new donor for funding, cyberattacks, and disruptions in the work of registers.

Earlier, the head of the parliamentary committee on finance, tax and customs policy, Danylo Hetmantsev, reported that he had received letters from Ukrainian businesses about the failure of testing the eExcise system. He accused the Ministry of Digital Affairs of delaying the development.

Testing of the eExcise system began in March 2025, and the official launch is scheduled for 2026. Business representatives believe that testing is still «fragmentary» because not all the necessary bylaws have been adopted yet, and software development is lagging behind. They have proposed postponing the system’s implementation by at least 10 months.

«Since March 2025, we have begun to partially transfer the functionality to businesses for testing. The system is now in the final stage of development, and from November 2025, businesses will be able to test the full functionality, and from January 2026, applications for working with the system offline», — explained Mikhail Fedorov.

He added that it is important for the Ministry of Digital Economy to adhere to the agreements and provide businesses with a 10-month test period in accordance with the law so that companies can prepare for a full launch and full transition to the electronic system.

«Our common position with all the industries involved is to extend the test period until November 1, 2026 and submit this for consideration to the relevant committee of the Verkhovna Rada. This will be a fair decision to avoid any risks during the transition», — said the head of the Ministry of Digital Transformation.

Fedorov added that he would send an official letter to the Committee on Finance, Tax and Customs Policy and the head of the committee, Danylo Hetmantsev, with a request to make appropriate changes to the legislation.
