Ukrainian company The Fourth Law (TFL), which develops autonomous defense systems, and Lithuanian defense technology company RSI Europe have signed a memorandum of understanding on the joint production of drones in Lithuania. The parties plan to produce thousands of drones as part of the «Build with Ukraine» initiative.

The agreement was signed at the Eurosatory defense technology exhibition in Paris. The document stipulates that RSI Europe will provide production facilities, and The Fourth Law will provide drone production technologies and artificial intelligence solutions, subject to the fulfillment of the necessary conditions of cooperation.
The companies also agreed to give priority to Ukrainian citizens when hiring workers for new production.
According to Tomas Milashauskas, co-founder and CEO of RSI Europe, the partnership with the Ukrainian company should strengthen both Ukraine’s defense capabilities and the technological capabilities of NATO’s eastern flank.
The Fourth Law notes that they will provide the project with constant feedback from the battlefield, which will allow them to quickly improve products and adapt them to the current needs of the military.
«The partnership within the Build with Ukraine framework meets Ukraine’s national interests in strengthening defense technology supply chains and contributes to the security of Eastern Europe,» commented Yaroslav Tkachuk, Director of the Unmanned Aircraft Systems Business Line at The Fourth Law.
The Fourth Law was founded in Kyiv in 2023 by entrepreneur Yaroslav Azhnyuk and a team of engineers, operators, and veterans. The company specializes in the development of autonomous robotics and artificial intelligence technologies for the defense sector and operates in Ukraine, the EU, and the US.
RSI Europe is a Lithuanian defense-tech company that develops FPV drones, remote detonation systems, and other military technologies. Its solutions are already used by Ukrainian units, NATO countries, and Alliance allies.
