The Cabinet of Ministers of Ukraine has expanded the capabilities of object-specific protection of critical infrastructure enterprises, allowing them to be provided with additional weapons to repel air attacks.
The government made corresponding changes to the pilot project to involve enterprises in the state air defense system, which was approved in November 2025.
From now on, critical infrastructure enterprises, regardless of their form of ownership (both state and private), have the right to create their own air defense fire groups.
To ensure their work, the Air Force Command of the Armed Forces of Ukraine has received permission to temporarily transfer air defense equipment and ammunition to enterprises. The decision regarding each company will be made individually.
This concerns exclusively weapons that are not currently used by combat units of the Defense Forces. The process of replenishing ammunition has also been simplified as much as possible: new ammunition will be issued on the basis of an act of actual expenditure during the repelling of attacks.
To receive weapons, enterprises must meet a number of strict conditions. In particular, the government has introduced clear qualification requirements for the composition of such groups. Personnel who will protect the facilities are required to undergo professional training and certification in special institutions designated by the Ministry of Defense. In addition, the procedure for inventory, storage and strict accounting of transferred weapons has been updated.
Prime Minister Yulia Svyrydenko emphasized that all fire groups of enterprises will operate within the framework of a unified air defense system of the Armed Forces of Ukraine, and decisions will be made under the full control of the military command.
Previously, the Ministry of Defense gave its consent to critical infrastructure enterprises to form their own air defense groups under the control of the military and explained how this will work .
