The Ministry of Defense explained how the automatic extension of deferrals in "Reserve+" works

The Ministry of Defense of Ukraine has explained the algorithm for automatically extending deferrals from mobilization through the "Reserve+" application. According to the official announcement, most of the issued deferrals are extended automatically, without the need to re-apply to the Administrative Services Centers.

According to the press service of the Ministry of Defense, the status "deferral until the end of mobilization" in the application means its validity until the end of the current mobilization period, determined by presidential decree. Automatic extension applies to deferrals issued both online and offline.

Automatic renewal terms

For a successful extension, it is necessary that the grounds for the postponement remain relevant, and the state registers can confirm them. You can check the fact of the update in "Reserve+" after receiving a notification and updating the military registration document, a new validity date will appear in the "Services" section.

Currently, automatic extension of deferments from mobilization is available for the following categories of citizens:

  1. People with disabilities.
  2. Temporarily unfit for service.
  3. Parents of a child with a disability under the age of 18.
  4. Parents of an adult child with a disability of group I or II.
  5. Those who have a spouse with a disability of group I or II.
  6. Those who have relatives or a father or mother of a spouse with a disability of group I or II.
  7. Military men and women with a child.
  8. Parents of three or more children.
  9. Students, postgraduates.
  10. Higher and vocational education workers.
  11. People whose close relatives died or went missing during hostilities or martial law.
  12. Relatives of Heroes of Ukraine, awarded posthumously for courage during the Revolution of Dignity.
  13. People deprived of their freedom as a result of armed aggression against Ukraine.
  14. Soldiers released from captivity.
  15. Parents raising a seriously ill child without a disability.
  16. Those who care for a seriously ill family member.
  17. Guardians of a person who has been declared incapacitated.
  18. Those who have a wife (husband) with a disability of group III.
  19. People who are caring for a 2nd or 3rd degree relative with a disability.
  20. Parents who are raising a child under the age of 18 on their own.
  21. School teachers.
  22. People after a one-year contract are 18–25.

When is a visit to the ASC necessary?

If the system cannot confirm the data, the user is forced to contact the ASC again. The most common reasons for auto-continuation failure:

  • Outdated or incomplete data (full name, date of birth, RNOKPP).

  • Absence or obsolescence of information about disability in the registers of the Pension Fund or the Unified Information System of the Social Sphere.

  • Inability to confirm family ties or caregiving (particularly if the system identifies another caregiver).

  • Registration of a deferral based on a court decision (such deferrals are not automatically extended).

The Ministry of Defense emphasizes the importance of having an RNOKPP (identification code) for both the person with the deferment and the person being cared for, for the correct operation of the system.

Online registration and possible errors

Currently, "Reserve+" allows you to issue 11 types of deferrals online. In case of an error when submitting a request, the developers advise you to try again in 48 hours, explaining this by the possible load on the registers. If the problem persists, you should contact the ASC.

Who can apply for a deferral online in Reserve+?

  1. People with disabilities.
  2. Temporarily unfit for service.
  3. Parents of a child with a disability under the age of 18.
  4. Parents of an adult child with a disability of group I or II.
  5. Those who have a spouse with a disability of group I or II.
  6. Those who have a father or mother with a disability of group I or II.
  7. Military men and women with a child.
  8. Parents of three or more children.
  9. Parents who are raising a child under the age of 18 on their own.
  10. Students, postgraduates.
  11. Higher and vocational education workers.

Simultaneous submission of applications through "Reserve+" and the ASC is technically possible, but not recommended: an online request is processed within 48 hours, while an offline request takes up to 14 days. If the application is successfully processed in the application, the request in the ASC will be closed.

Who needs to contact the ASC?

  1. Guardians, custodians, adoptive parents, foster parents raising a child with a disability under the age of 18.
  2. An adoptive parent or legal representative of an orphaned child.
  3. Other military conscripts or certain categories of citizens in cases provided for by law.

  7. People deprived of their freedom as a result of armed aggression against Ukraine.
  8. Soldiers released from captivity.

  12. Guardians of a person recognized as incapacitated.
  13. Those who have a wife (husband) with a disability of group III.
  14. People who are caring for a 2nd or 3rd degree relative with a disability.
  15. School teachers.

If, while reviewing documents offline, the status "You are wanted by the CCC" appears, this indicates a recorded violation of the rules of military registration. The presence of a deferral does not cancel responsibility for such violations, and to resolve the situation, it is necessary to contact the relevant CCC.

The entry "reservist" in a military registration document means that there is a contract for service in the reserve, which makes it impossible to reserve or receive a deferment.
