Holding elections through the state application "Diya" is currently impossible due to insurmountable legal restrictions stipulated in the Constitution of Ukraine.
This was stated by the Acting Minister of Digital Transformation Oleksandr Bornyakov during the "Business breakfast with Volodymyr Fedorin" organized by Forbes Ukraine.
According to the official, preserving the secrecy of the expression of will is currently possible only in traditional booths, so until this issue is resolved, it makes no sense to move on to the technical implementation of elections on a smartphone.
"When they say that "Diya" can be used in elections, this is impossible, because according to the Constitution, there must be secrecy of voting. So that our vote, anyone in Ukraine, where he checked, remains his secret information. And this can be implemented today only in these booths, conditionally," Bornyakov explained.
The head of the ministry also once again assured that summonses will not be sent through "Diya". Instead, one of the key priorities of the department remains the protection of personal data, which requires a large-scale update of Ukrainian legislation to comply with the European GDPR regulation.
Since May 2025, the Ministry of Digital Affairs has begun gradual monetization of the state application, which currently allows covering up to 10% of the costs of its support. The ministry's overall goal is to make the product fully self-sustaining through micropayments exclusively for companies.
"We can set 20-30-50 kopecks for a service, and we will most likely do it, just so that paid user-based growth occurs in our country, so that business gets used to the fact that certain services are paid. I emphasize that this is only about business, not about citizens," the official noted.
Another large-scale project is the development of an open-source Ukrainian language AI model based on Nvidia’s powerful computing infrastructure. It is planned to remain free for government institutions, educational and public organizations. However, since the project is being implemented jointly with Kyivstar, the company will have about a year to try to monetize it. Bornyakov does not rule out that in the future, some AI services will also become paid for businesses, in particular due to the high costs of electricity for servers.
In addition, the Ministry of Digital is preparing to transfer the defense-tech cluster Brave1 . Since it has already formed as an independent and stable ecosystem, its further development is planned to be fully coordinated with the Ministry of Defense of Ukraine.
Recall that the Ministry of Digital and Defense plans to restrict the participation of military personnel in gambling for the period of martial law. The ban will apply to offline gambling establishments and online casinos. The restrictions are planned to be implemented through state electronic registers, and data exchange will take place through the Trembita system.
