TikTok is being actively used by attackers to disrupt mobilization in Ukraine. This was stated by Oleksandr Melnychenko, a representative of the Information Security Department of the Security Service of Ukraine, during the Kyiv International Cyber Resilience Forum 2025.
But, according to him, communication has already been established with representatives of the social network, in particular, through the Center for Countering Disinformation at the National Security and Defense Council.

A dev.ua journalist recorded a blitz interview with the head of this center, Andriy Kovalenko. During his speech at the conference, he emphasized that Tiktok has recently been responding quite quickly to Ukraine’s requests.

You said about TikTok that they went into cooperation. I would like to know how exactly you found understanding and relationships with them?
— The center was looking for approaches to each social network, we signaled that there was a problem with the spread of disinformation. We asked for help to counteract this.
We provide information about what laws, for example, this or that content violates. For some content, for some people, there is already a court verdict or something else. And, accordingly, social networks, based on this, look for what rules of the community of the social network itself are violated. And then they approve the decision.
Accordingly, there is no magic button in our body that we can simply turn off.
I wonder how you found your approach to social media?
— This happens all the time in the discussion. There are some things we disagree with, and we agree with them. There are some things we agree with, and a decision is made accordingly. Moreover, if we talk about TikTok, they do one very important and good thing.
They are trying to adapt their artificial intelligence algorithm to identify certain channels and the distribution of certain videos by hashtags. Russian propaganda uses hashtags, they have a number of hashtags that they regularly insert into specific videos, in particular, content about mobilization. The new approach helps to analyze such content very quickly and disable it very quickly.
They are looking for a way to do it technically, a way to quickly, without our participation, without the participation of their office team, to identify propaganda. So that the algorithm itself, the artificial intelligence itself, which is integrated into Tiktok, can immediately recognize that this is disinformation and block it.
Are you negotiating with them about this now?
— We talked about this just a few months ago. And, accordingly, they are interested in finding such a solution for themselves.
