The State Agency of Ukraine «Play City» has issued a license to provide gambling services to LLC «SOFT CONSTRUCT UKRAINE»: the Ukrainian structure of the international IT group SoftConstruct, which develops iGaming products.

As follows from the PlayCity decision, the license was issued to a company with a legal address in Kyiv at 14-B Mokry Street (EDRPOU 39857022). «SOFT CONSTRUCT UKRAINE» must pay the cost of the license for the first year of validity no later than ten working days from the date of receipt of the official notification. After payment, information about the right to conduct activities will be posted on the regulator’s website, and the decision itself can be appealed in the administrative court within six months.
According to open registers, the main activity of LLC «SOFT CONSTRUCT UKRAINE» is computer programming, and the founder is Soft Construct Limited, registered on the Isle of Man. The Ukrainian office of SoftConstruct positions itself as a center for the development of SportTech solutions with a focus on big data and sports statistics processing. The DOU indicates that the company employs from 200 to 800 specialists in Kyiv.
As of November 2025, SoftConstruct Ukraine is still hiring: public sources show open positions for Senior PHP Software Engineer (Fastex direction) and Middle Data (Python) Engineer for the data processing platform, with the possibility of remote work. This confirms that the Ukrainian office remains an important part of the group’s global R&D infrastructure.
The international SoftConstruct group unites a number of brands and products in the field of online gaming and betting, including the BetConstruct platforms and a number of B2C projects, and is led by co-founders Vage and Vigen Badalyan. In Ukraine, the gambling market is also operated by the operator LLC «VBET UKRAINE» (EDRPOU 43904440), registered at the same address on Mokriy Street, 14-B and valid in the state register of licenses.
The issuance of a license to «SOFT CONSTRUCT UKRAINE» indicates that international players, who have long used Ukraine as an IT hub for the development of gaming software, are gradually formalizing their presence as service providers for the local legal market.
