Is Ukraine getting closer to launching a crypto market? Representatives of the relevant National Commission meet with its players

Head of the National Securities and Markets Commission of Ukraine Oleksiy Semenyuk and Director of the Department of State Regulation of Turnover in the Virtual Assets Market Lesya Ulashli met with the founder of the Trustee Plus crypto wallet Vadym Hrusha. The parties discussed the future regulation of the virtual assets market in Ukraine. Vadym Hrusha reported this on his Telegram channel .

Among the topics of the meeting are licensing, regulation of stablecoins, the work of international crypto platforms, and the future regulatory framework.

The NSSMC separately published the details of the meeting and a list of issues that, in the opinion of the Commission, need to be resolved before the launch of the virtual assets market.

The founder of Trustee Plus has a feeling that this time Ukraine is really close to launching a regulated crypto market.

Back in November 2017, Ukraine’s financial regulators first jointly formulated a position on cryptocurrencies and the need to define separate rules for them.

Almost nine years have passed since then. During this time, there have been more than one draft law, the Verkhovna Rada adopted the law «On Virtual Assets», which never came into force, and the state’s interest in the topic has fluctuated from active discussion to long periods of silence.

Now the situation, according to Grusha, is changing.

«Previously, there was often a feeling that different parties were looking at the same market from different angles and each was moving in its own direction. Now there is much more of a sense of one common conversation: legislators, regulators and the market may have different positions on the details, but they are no longer arguing about the direction of movement,» noted the founder of Trustee Plus.

Vadym Grusha emphasized that, in his opinion, Oleksiy Semenyuk, who headed the NSSMC at the beginning of 2026, managed to significantly synchronize positions on future regulation in a short time in office.

The draft law on regulating the virtual assets market has already passed its first reading and is being prepared for the second. However, after the law is adopted, regulators still have to develop a significant array of by-laws.

They will ultimately determine how practical the new rules will be for crypto businesses and international platforms operating in Ukraine.

«For almost nine years we have been discussing how to regulate crypto in Ukraine. I would like this time the story to finally end not with another discussion, but with a working market,» concluded Vadym Grusha.
