The Ministry of Defense is transforming the state-owned enterprise Digital Army, which was supposed to become the department's permanent IT team, into a 100% state-owned LLC. The enterprise itself is effectively being relaunched, as it has failed to become the main team developing and supporting digital products for the military in over a year.

The Ministry of Defense has not yet specified when the transformation will be completed. The idea of the "Digital Army" was that the Ministry of Defense would have a permanent civilian team that would develop and support digital systems for the army. But after the war, some of these people may demobilize and go to work in the civilian market. But "Reserve+", "Army+", Delta and other systems will not disappear anywhere - they will need to be supported and developed.
Therefore, the Ministry of Defense wanted to create a permanent civilian IT team with more or less competitive salaries that would be able to take on these products. The enterprise was to work with combat systems and defense innovations, cooperate with private companies, and even help Ukrainian military-tech products enter the international market.
According to Chernogorenko, the former Deputy Minister of Defense for Digitalization, the launch was hampered by the need to build personnel, legal, financial, and administrative processes practically from scratch. She also says that “Reserve+”, “Army+”, the development of Delta, and other key projects were created by the ministry’s teams, the military, and partners — without relying on the “Digital Army.” The former employee of the enterprise also claims that contracts that could have been agreed upon in a week were stretched out for months.
In June 2026, the Digital Army had a new leader, Yevgeny Gorbachev. Before that, he was the CTO of the IT company MODUS X from the DTEK group for about two years, and in 2020–2024 he headed the state-owned enterprise Diia.
Currently, the Digital Army team consists of about 40 people. It is planned to gradually transfer some of the work currently performed by the main IT department of the Ministry of Defense to it. Initially, this will be system and infrastructure administration, testing and product support. Later, the team should receive more product functions and work with registries.
Previously, dev.ua wrote that in February 2025, the Ministry of Defense presented the "Digital Army" as a platform for the development of digital products of the Defense Forces. The state enterprise was supposed to cooperate with private companies and international partners, as well as help Ukrainian military IT solutions enter foreign markets.
