Ukraine and the EU have updated a joint work plan in the field of electronic identification and trust services, according to which the recognition of Ukrainian electronic signatures in Europe will begin as early as 2026.

According to the Ministry of Digital Transformation, if the plan is successfully implemented, the EU will recognize individual Ukrainian electronic signatures, seals, and other trust services next year. From 2027, all Ukrainian means of electronic identification will receive automatic recognition in the EU.
«Ukrainians will be able to freely sign documents, use European online services, and conduct business in the EU using Ukrainian electronic signatures», — the Ministry of Digital Affairs explained.
According to the plan, Ukraine and the EU should conduct:
Assessment of Ukrainian legislation for compliance with EU requirements — eIDAS Regulation, NIS2 Directive and GDPR.
Definition of cooperation procedures between Ukraine and the European Commission.
Testing cross-border interoperability of electronic trust services.
Verification of bilateral cooperation procedures.
«Ukraine is the first country that is not yet a member of the EU whose electronic signatures and seals are already technically validated in the European Union. Ukrainians can sign European documents „Diya.Pidpisom-EU“», — the Ministry of Digital Affairs noted.
The beta version of «Action.Signature-EU» was launched back in 2023. It allows Ukrainians to sign European documents, and EU countries can verify the superimposed signature.
It was previously reported that next year Ukraine plans to launch the EU Digital Identity Wallet, a European digital wallet that will allow Ukrainians to use digital documents in the EU, and Europeans to use theirs in Ukraine.
