Entrepreneur Konstantin Synenko shared his experience of communicating with the TRC and passing the MMC.

«I recently had an experience with the TRC. I want to tell you and give advice based on my experience. In no case will I advise you on how to „mow“ or do anything illegal,» he wrote on LinkedIn.

Here is his story about the encounter at the checkpoint and receiving the summons. What follows is direct speech.

Accounting without MMC

Until recently, we lived in a fairly legal environment, and most people don’t understand how to behave when our rights are simply ignored. But this has happened before, and this experience comes in handy.

I am registered with the Central Military Commission, I updated my data in a timely manner, but I did not pass the MMC. I thought that if necessary, they would send me a summons and I would go. Once upon a time, a long time ago, I graduated from a military department, I have an engineering specialty and the rank of lieutenant.

Had to improvise

A representative of the TRC stopped me, checked my documents, and immediately started «hitting on» that I should have passed the VLK, that I graduated from the department so as not to go into the army, and was also carrying all sorts of nonsense.

He tried to scare me. I wasn’t prepared for such attacks, so I had to improvise.

First, aggression must be responded to calmly, but confidently and firmly.
I asked him to write a summons. But he refused, saying that «the summons is him,» that he was «shocked,» and that I would go with him in a van to wherever he took me.

He scared me again. The main task was to put me in a van and then let me go for money. Because it was legal to issue a summons. I didn’t resist and was ready to go to the TRC myself.

I replied that I wouldn’t go anywhere with him and wouldn’t get in the van.

The police, who were nearby, did not respond in any way to my appeal to stop these illegal actions.

But I didn’t get out of the car and called the patrol police, and while they were driving, I called the Ministry of Defense hotline and left a complaint.

The patrol police corrected the situation. They issued me a summons, but to a different TRC, returned my documents, and released me.

Conclusion

Be prepared for illegal treatment. Bring all necessary documents with you.

Find a lawyer in advance who will arrive quickly at the scene, or at the TRC.

Practice with a lawyer how to behave in a stressful situation under pressure.

Be prepared to go through all of this and defend yourself, in case the lawyer doesn’t have time to arrive quickly.

Make sure you are reachable if your phone is turned off. Don’t be aggressive, but know your rights and be prepared to stand up for them.

They did give the summons.

Two weeks later, I received a letter from the Ministry of Defense, in which they replied that «representatives of the TRC did not stop me and did not commit any illegal actions against me.» It turns out that they were scammers who wanted to kidnap me and then issued a «fake» summons.

VLK and state medicine

20 years ago I didn’t take care of my health, and that’s why I now have diabetes and hypertension. Unfortunately, as I’m not trying now, I can’t completely cure these diseases. But I can live with it well. Stress can make things worse. Communication with the TRC turned out to be stressful.

Each TRC has its own MMC, and they don’t care at all that, as in my case, you have to drive 30 km there. It’s good that it’s on its own, and not in a minibus.

You also need to be prepared for the VLK. If you have any illnesses that are grounds for declaring you unfit or limitedly fit for service, bring copies of certificates, hospital discharges, etc. with you.

BE SURE to sign a declaration with your family doctor and have him/her add all your illnesses to the state register (helsi). This will make it easier to prove that you brought genuine documents.

In Ukraine, everything is done through this system now, and private clinics do not have access to it. State medicine is a separate story, but that’s how it should be.

Separate boiler for MMC doctors

I have always encountered only decent and honest doctors, but after going through the MMC, I am sure that there will be a separate cauldron in hell for almost all doctors with the MMC. Among them, there was one decent person — a therapist. The others are creatures (that’s putting it mildly).

The surgeon was the first to show himself. When I complained about pain in my feet (I have had flat feet since childhood), he said that he «touched my feet and saw nothing,» and wrote that I was fit. After this «healer,» I immediately made an appointment for an X-ray and a visit to a traumatologist. In the morning, I already had a report and forced him to correct his lie. It was a report from a private clinic, and I still had to confirm the diagnosis in a state clinic. This creature issued a referral without a number (a 16-digit code) and to another part of the city. But in the hospital, it is not so difficult to find decent people who wrote a referral, formalized everything and sent me to a doctor who confirmed the diagnosis.

Doctors hate these MMC scumbags too.

Fake tests

Next was the laboratory. We had to take tests. At least clinical ones.
Against the background of stress, my blood sugar jumped. This has not happened for a very long time. It was 17 (with a normal level of 6.2). So the VLK laboratory FAKED the data and wrote me 5.7. That is, it is normal. I played it safe and 30 minutes before this laboratory took the same tests at Sinevo.

The next day, when I saw this fraud, I made a scandal with both the MMC leadership and the laboratory leadership. Everything was fixed. Unfortunately, it didn’t occur to me at the time to bring them to criminal responsibility.

After that, my blood pressure jumped (200/120). The cardiologist saw it, but all he did was give me an injection of magnesia, even though he should have hospitalized me.

Then my family doctor came in handy, and he wrote out a referral for urgent hospitalization, and I went for treatment. Thank God, everything ended well.

Hospital

I was treated in cardiology, and then in endocrinology. It took about three weeks. Everyone is afraid to refer me for treatment, but my family doctor helped me a lot. He wasn’t afraid.

When the TRC sends a referral to the MMC, they issue a summons to appear in a week (now it’s been a hundred days). I went to them twice with a referral to the hospital, and they issued a new summons for a different date.

After the hospital stay, I felt better and continued to undergo MMC.
All the doctors simply wrote that I was fit, but I didn’t respond to them because I had no complaints about them, and my main illnesses were being treated by a therapist.

But the ophthalmologist turned out to be a beast too. With diabetes, there is damage to the retina. And this disease is a reason to be declared unfit, or limitedly fit. So this «doctor» did not want to enter this disease. She said that she would not. We had to make a fuss again, and only in the presence of the chairman of the commission did she enter it.

The therapist turned out to be decent and described everything as it was established in the hospitals. I was recognized as limitedly fit for wartime (under the old system, now this status implies fitness for service in certain troops and universities — ed.).

I understand that we all have to defend Ukraine, but I also understand that I physically cannot be a soldier. That is why I help in the rear, create jobs, pay taxes, help the military. My company operates in Kharkiv.

Conclusion 1

Be prepared for any unexpected things like falsification of laboratory test results, ignoring complaints, and a «cattle» attitude.

Prepare all documents. Add all diagnoses to the state registry.
Find and reread the order that lists the diseases that do not allow mobilization.

But besides this order, there are explanations that doctors refer to. I didn’t find it. It would also be useful to reread them. If you have a lawyer, prepare with him in advance.

It doesn’t end with the completion of the MMC. There will be more.

Back to the TRC

ADDED. I received the decision of the MMC and went to the TRC again with it and the summons. Everything was like in a bad TV series.
I understand that I am not really needed in the rear with my military speciality (operation and repair of aviation equipment), but the TRC employee was very eager to fulfil the plan.

He offered me five times in a row to change my speciality.  In the end, he began to scare me that if I decided, he would send me to a good place of service, and if I was caught next time, I would go to the front. He had no grounds to mobilise me, but if I wanted to go myself…

I had to explain to him that even though I had been treated, my illness would not allow me to serve properly. I will spend most of my time in hospital. And if I work, I will bring more benefit to the country.

Eventually, he gave up. He said he ‘could not take the responsibility to mobilise me’. But they would not enter the data about my passing the MMC in the register, and that I should go to the TRC where I was registered…

The people there were adequate. They did everything in 2 days and issued me a new military registration document.

Conclusion 2

Be prepared for possible violations of your rights and inadequate treatment.  Find a lawyer, but also be prepared to defend yourself.
We all have to defend the country. It is our duty. But it would be better if everyone obeyed the law.

My personal opinion (and that of all my friends who are at war) is that such mobilisation only makes things worse. If people understood that they would be treated like human beings, that the military enlistment commission would be honest, that they would be really trained and their lives would be protected as much as possible, there would be many more people willing to serve. For example, I have an acquaintance who trained for a year to pass the physical examination for one of the units.
