The author of bill No. 15237 is People’s Deputy Maksym Zaremsky from the Servant of the People party.
As the «Sudovo-Yurydychna Gazeta» writes, the idea of the bill is to somehow involve reserved workers in the defense of the state.
First of all, it is proposed to establish the procedure and criteria for reservations at the level of law, rather than government documents.
«In practice, this is intended to limit the ability to make operational changes to the rules through government decisions and ensure greater publicity of the process, as any changes to the booking criteria will undergo parliamentary consideration in the Verkhovna Rada of Ukraine,» the publication writes.
In addition, one of the articles of the draft law prohibits the establishment of reservations on an indefinite basis.
It is also proposed that reserved personnel take a more active part in ensuring the defense of the state. Among the proposed innovations is a service for reserved personnel in the reserve.
«This approach involves training a military reserve without completely separating the employee from production activities, but with the obligation to be ready for immediate involvement in service as part of the Armed Forces of Ukraine,» the publication states.
The legislative changes also provide for targeted defense contributions — when a company or a reserved employee himself makes a financial contribution to the Defense Forces.
At the same time, employment at critical infrastructure facilities in the energy, transport, defense industry, or other strategic sectors is actually considered as fulfilling a defense task for the state.
The project also provides for the creation of a separate state Register of reserved persons.
